    Ob es um die Rechtschreibreform geht, um Anglizismen im Deutschen oder um den Umgang mit Migranten- oder Minderheitensprachen - Debatten und Meinungen zu Sprache(n) und Sprachformen sind Teil unseres Alltages. Dass Sprache auch Gegenstand der Politik ist, also Sprache und das Verhältnis von Sprachen in der Gesellschaft - bewusst oder unbewusst - gesteuert werden, wird dagegen in deutschsprachigen Kontexten eher selten thematisiert. Diese Einführung gibt einen Überblick über Ansätze, Praktiken, Theorien und Perspektiven auf wichtige Bereiche der Sprach(en)politik. Der erste Teil erläutert den theoretischen Hintergrund, der zweite Teil stellt eine Reihe von Ländern vor, die beispielhaft für wichtige Ansätze der sprachpolitischen Praxis stehen, aber auch nach ihrer Bedeutung für die größten philologischen Fächer (Germanistik, Anglistik, Romanistik) ausgewählt wurden. Damit liegt die erste systematische deutschsprachige Einführung in ein Thema vor, das international seit langem ein großes Maß an Aufmerksamkeit erhält. Sie richtet sich an Studierende und Lehrende sprachwissenschaftlicher Fächer und Nachbardisziplinen ebenso wie an Akteure der sprachpolitischen Praxis. Dr. Heiko F. Marten ist Mitarbeiter am Zentrum Sprache, Variation und Migration der Universität Potsdam. Von 2009 bis 2015 war er DAAD-Lektor für germanistische Sprachwissenschaft an der Universität Tallinn, Estland.

    Dieser Beitrag führt in die thematische GFL-Nummer zu Deutsch als ‚gesellschaftlicher Ergänzungssprache‘ in europäischen Ländern ein. Ausgangspunkt ist die von Marten (2021a, 2021b, 2023) diskutierte Beobachtung, dass Deutsch im Baltikum heute zwar weder offizielle Sprache noch eine dem Englischen vergleichbare Lingua franca ist, aber in der Gesamtheit früherer und heutiger Rollen mehr Funktionen hat als viele andere Sprachen. Welche Vorteile diese Konzeptualisierung hat und ob sie auch für andere Länder relevant ist, wird in den Beiträgen dieses Heftes aus der Perspektive Sloweniens, Bosnien-Herzegowinas, Nordmazedoniens, Litauens, Lettlands und Belgiens diskutiert. Soziolin-guistische und sprachenpolitische Aspekte werden ebenso kontextualisiert wie Überlegun-gen zur Entwicklung der Germanistik und zum Sprachmarketing unter Berücksichtigung des Deutschen. Die Beiträge zeigen, dass gerade im östlichen Europa die Konzeptuali-sierung als ‚Ergänzungssprache‘ sinnvoll sein kann; gleichzeitig soll der Beitrag zur An-wendung auf weitere Situationen und Regionen einladen. ; This paper introduces the readers to this thematic issue of GFL on German as ‘additional language of society’ in European countries. Point of reference is Marten’s (2021a, 2021b, 2023) observation of multilingualism in the Baltic states, where German is today neither an official language nor a lingua franca such as English. Yet, it has more historically rooted and contemporary functions than many other languages. The papers in this volume discuss advantages and limits of this conceptualisation and its relevance for other countries, from a perspective of Slovenia, Bosnia-Hercegovina, North Macedonia, Lithuania, Latvia, and Belgium. The discussion includes aspects of sociolinguistics and language policy, of acade-mic languages or language marketing.     This article discusses the situation of the Latgalian language in Latvia today. It first provides an overview of languages in Latvia, followed by a historical and contemporary sketch of the societal position of Latgalian and by an account of current Latgalian language activism. On this basis, the article then applies schemes of language functions and of evaluations of the societal position of minority languages to Latgalian. Given the range of functions that Latgalian fulfils today and the wishes and attempts by activists to expand these functions, the article argues that it is surprising that so little attention is given to Latgalian in mainstream Latvian and international sociolinguistic publications. In this light, the fate of the language is difficult to prognose, but a lot depends on whether the Latvian state will clarify its own unclear perception of policies towards Latgalian and on how much attention it will receive in the future.

    Linguistic Landscapes (LL) sind in der internationalen Soziolinguistik und verwandten Disziplinen in aller Munde. Seit Mitte der 2000er Jahre sind Studien, die sich als Teil dieses Ansatzes verstehen, wie Pilze aus dem Boden geschossen. Seit 2008 hat es in fast jährlichem Rhythmus gut besuchte Tagungen gegeben, die sich ausschließlich mit Linguistic Landscapes beschäftigen - sowohl mit Fallstudien aus aller Welt als auch mit theoretischen und methodologischen Fragen. Folgerichtig sind nicht nur eine Vielzahl von Einzelaufsätzen erschienen, es hat auch mehrere Sammelveröffentlichungen gegeben, und seit 2015 erscheint ein eigenes Journal unter dem Titel „Linguistic Landscapes“ (vgl. Gorter 2013 für einen Überblick über die Entwicklung des Ansatzes). Obwohl auch Wissenschaftler, die im deutschsprachigen Raum tätig sind, sich in den letzten Jahren den Linguistic Landscapes gewidmet haben, hat die Methode in deutschsprachigen Publikationen jedoch bisher nur einen vergleichsweise geringen Stellenwert eingenommen. Dieser Beitrag möchte somit zum einen Grundlagenarbeit leisten, indem er die Idee der Linguistic Landscapes noch einmal vorstellt und seine Entwicklung der vergangenen Jahre nachzeichnet. Zum anderen soll im Kontext dieses Bandes der Nutzen des Ansatzes für die Analyse von Sprachen von Migrantengruppen diskutiert werden. Schließlich wird der Beitrag durch einige Bemerkungen dazu abgerundet, in welchem Maße die Untersuchung von LL einen Nutzwert haben kann, der über wissenschaftliche Kreise hinausgeht. Grundlage für diesen Beitrag sind internationale Veröffentlichungen der letzten Jahre, vor allem aber gehen Erfahrungen aus eigenen Studien mit ein, die wir seit 2007 mit unterschiedlichen Zielsetzungen im Baltikum und in Deutschland durchgeführt haben.

Mēs iepazīstināsim arī ar 2008. gada sākumā izstrādāto projektu ,,Latvijas lingvistiskā ainava Baltijas valstu kontekstā”, kuru arī šobrīd realizējam Rē­zeknes Augstskolā (maģistra studiju programmas ,,Filoloģija” studenti un divi docētāji). After this little introduction, we want to show you not only the implementation progress of the method but also the current stage of development.     This article looks at Latgalian from a perspective of a classification of languages. It starts by discussing relevant terms relating to sociolinguistic language types. It argues that Latgalian and its speakers show considerable similarities with many languages in Europe which are considered to be regional languages – hence, also Latgalian should be classified as such. In a second part, the article uses sociolinguistic data to indicate that the perceptions of speakers confirm this classification. Therefore, Latgalian should also officially be treated with the respect that other regional languages in Europe enjoy.

    After the Labour government takeover in Westminster in 1997, followed by the referendum on establishing a Scottish Parliament, hopes for more support for the Gaelic language in Scotland were nourished. In the election campaign to the Scottish Parliament in 1999, all parties which were elected to Parliament had mentioned Gaelic, and all parties except the Conservatives had promised an increase in support for Gaelic (cf. Scottish parties’ election manifestoes, obtainable from the parties or via their web sites). Now that the new Scottish Executive, formed by Labour and the Liberal Democrats, has been in power for some time, it is interesting to see if these hopes have been fulfilled. The two core questions of this paper will thus be: 1. What is the status of Scottish Gaelic after the devolution process? 2. What difference does the existence of the Scottish Parliament make for the status of Gaelic? It is important to note that this paper refers to language status and Gaelic’s position from a mere language policy perspective. The results are mostly based on an analysis of Parliament documents, the method of investigation being strictly philological. Empirical research has not yet been undertaken. The reference time of my paper will be the first year of Scottish Parliament and the new executive. Even though this is an arbitrary time break, the first year is a symbolic point of time. As the first legislation period as a possibly more natural reference point is not over yet, this choice seems legitimate.

    This paper discusses contemporary societal roles of German in the Baltic states (Latvia, Estonia, Lithuania). Speaker and learner statistics and a summary of sociolinguistic research (Linguistic Landscapes, language learning motivation, language policies, international roles of languages) suggest that German has by far fewer speakers and functions than the national languages, English, and Russian, and it is not a dominant language in the contemporary Baltics anymore. However, German is ahead of ‘any other language’ in terms of users and societal roles as a frequent language in education, of economic relations, as a historical lingua franca, and a language of traditional and new minorities. Highly diverse groups of users and language policy actors form a ‘coalition of interested parties’ which creates niches which guarantee German a frequent use. In the light of the abundance of its functions, the paper suggests the concept ‘additional language of society’ for a variety such as German in the Baltics – since there seems to be no adequate alternative labelling which would do justice to all societal roles. The paper argues that this concept may also be used for languages in similar societal situations and, not least, be useful in language marketing and the promotion of multilingualism.
